Rural revitalization in arid regions faces complex challenges encompassing ecological fragility, resource constraints, and industrial homogeneity. This paper adopts the framework of Human Settlements Science, grounded in the natural ecological characteristics and multicultural context of rural areas in Xinjiang’s arid regions, to systematically diagnose the underlying causes of their developmental dilemmas. The study argues that breaking the vicious cycle of “ecological fragility—economic lag—industrial homogeneity” is a critical prerequisite for rural revitalization in arid regions. To this end, the paper proposes a systematic strategic framework of “protection—adaptation—empowerment—collaboration”,driven by ecological restoration, optimization of water and land resources, cultivation of regional specialty industries, and digital technology empowerment. This framework addresses four dimensions: natural system restoration, adaptive renewal of settlement spaces, establishment of specialized industrial systems, and digital collaborative governance, aiming to explore sustainable development pathways for rural areas in arid regions that balance ecological security, economic vitality, and social resilience.
